Cowley and Abraham Owen Woodruff. At the date on this photograph (September 1898), there were only eleven members of the Quorum of the Twelve Apostles. Wilford Woodruff had just died (Sept 2) and Lorenzo Snow was called from the Quorum to become the next president (Sept 13). The vacancy in the Twelve would be filled the next month when Rudger Clawson was ordained (Oct 10). Some captions or revisions to this photograph have included Clawson or Reed Smoot (ordained 1900). Call number MSS P 24 Item 793 is another version of this photo with Reed Smoot pasted in between Taylor and J. H. Smith in the back row, and Rudger Clawson between Teasdale and Merrill.
