Colonel Carter is one of the original members of the Tuskegee Airmen and was on hand for the opening of the Tuskegee Airmen National Historic Site. Moton Field in the 1940s was the only primary flight training facility for the first African American pilot candidates in the Army Air Corps, these pilots are known as the Tuskegee Airmen.
