Of this part of the County Hall complex Pevsner says "On the creation of the East Riding County Council a three-storey building was erected in Cross Street in 1890-1, designed by Smith & Brodrick. It is of red brick with Ancaster stone details in a Flemish Renaissance style with shaped gables, two-storey canted bays with mullion and transom windows, and decorative terracotta panels. Decorated stone entrance with attached columns.".
