A city of the commercialimportance of Buf¥alo,—the fifth port in the world and a g^reatmanufacturing- center,—should not suf¥er for the want of anymunicipal action that would serve to advance its interests orprotect its citizens. Especially should the inhabitants enjoy thebest possible safegfuards against epidemic catagious diseases.
